Ato Forson Submits Report on GH¢1 ‘Dumsor Levy’ to Parliament

Finance Minister Dr. Cassiel Ato Forson has presented Parliament with a detailed account of how proceeds from the GH¢1 fuel levy were used during the 2025 fiscal year.
Addressing the House on Tuesday, May 26, Dr. Forson said the report covers revenue from petroleum-related taxes, with a focus on funds allocated for energy debt recovery. The submission comes after calls from the Minority Caucus for full disclosure, amid recent intermittent power cuts in parts of the country.
“The details are in the report and have accordingly been presented to the committee for deliberation, and when the committee invites us, we will go and present the details,” the Minister told MPs.
Government introduced the GH¢1 levy on petroleum products, popularly called the “Dumsor Levy,” to raise extra revenue for settling debts in the energy sector and to help maintain stable power supply. The policy drew criticism from the opposition and some consumers, who questioned its timing and demanded clear accountability on how the funds would be spent.
Dr. Forson also used the session to present the 2025 Annual Public Debt Report to Parliament. He announced that Ghana has now reached a “moderate risk of debt distress” status.
The report on the fuel levy will be examined by the relevant parliamentary committee, which is expected to invite the Finance Ministry for further briefing.
