The Controller and Accountant-General's Department (CAGD) has clarified issues surrounding the payment of promoted teachers, following the indefinite strike declared by teacher unions.
In a press release dated September 27, 2026, signed by its Head of Public Relations, Cephas N. Dosoo, CAGD said it has taken note of statements by GNAT, NAGRAT and PRETAG regarding delays in placing promoted teachers on their appropriate salary scales.
According to the Department, it has processed and fully paid all valid cases submitted by the Ghana Education Service (GES) for payroll processing.
The CAGD explained that Ghana's payroll system operates through two platforms - the Human Resource Management Information System (HRMIS) managed by the employer (GES), and the Integrated Personnel and Payroll Database 2 (IPPD2) managed by CAGD. Under the established process, GES is responsible for initiating promotions in the HRMIS and submitting the required documentation to CAGD for validation and payment.
The required documents are a promotion/change-of-grade input form duly signed by an authorised preparer and approver, and a copy of the promotion letter issued to the affected employee.
The Department disclosed that at a meeting held on 31st August, 2026, chaired by the Minister of Education and attended by the Deputy Minister, Teacher Unions, the Director-General of GES and the Controller and Accountant-General, it was agreed that GES would provide the master list, promotion letters and completed input forms for CAGD to process promotion arrears effective 1st January 2026.
Pursuant to that agreement, CAGD says it received from GES a total of 6,079 completed input forms and corresponding promotion letters as at 22nd September 2026, out of an expected total of 58,620 cases.
"The Department wishes to place on record that all 6,079 cases submitted by GES were fully processed and paid, including the applicable arrears, as part of the September 2026 salaries," the statement said.
CAGD stressed that any outstanding payment relates to cases for which GES is yet to submit the requisite documentation, and that without those documents, it cannot validate the promotions to prevent fictitious promotions and unauthorised payments.
"CAGD can process promotion-related salary adjustments only upon receipt of the required documentation from the employer. If the required documents are not submitted to CAGD, CAGD cannot validate the promotion," it noted.
