Gov’t Overhauling Mining Laws To Match Global Standards And Increase Local Benefits

The government is undertaking a full review of Ghana’s mining legislation to align it with international best practice and ensure the sector contributes more directly to national and local development.

Deputy Minister for Lands and Natural Resources, Alhaji Yusif Sulemana, disclosed this at the Upper East Regional Development and Business Forum in Bolgatanga on Tuesday, June 30.

According to him, the reforms are designed to make mining do more than just extract minerals. The aim is to use it to drive sustainable community development, create jobs, and support industrialisation.

Alhaji Sulemana said the review will tighten provisions around community benefit-sharing, environmental protection, mine closure requirements, and local participation throughout the mining value chain.

“We are undertaking a comprehensive review of the legislative framework to ensure it reflects modern standards and provides stronger safeguards for communities and the environment,” he noted.

The Deputy Minister also said government is strengthening the *Mineral Development Fund* to improve transparency in how mining revenues are used. The goal is to ensure investments match long-term regional priorities, including under the *PEARL Framework*.

He called on entrepreneurs, contractors, and skilled professionals in the Upper East Region to position themselves for emerging procurement opportunities in mining.

“The time has come for our businesses, contractors and skilled professionals to prepare themselves because local content means giving local people meaningful opportunities to participate in the mining economy,” he stated.

Alhaji Sulemana added that mining companies will be expected to source goods and services locally where possible and prioritise employment of qualified residents from host communities.

The Ministry of Lands and Natural Resources reaffirmed its commitment to making mining a driver of inclusive growth, while protecting the environment and community livelihoods.
