The three pre-tertiary Teacher Unions - Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), and the Professional Teachers Association of Ghana (PRETAG) - have accused government of failing to honour its agreement on promotion placements and payment of arrears.
In an urgent notice to all teachers dated Tuesday, 22nd September, 2026, the unions said the 2025 promotion placement together with the payment of arrears have not been fully effected.
According to the statement, this is in clear violation of an agreement reached with government to automatically place all affected teachers by close of September, 2026.
The unions described the development as disturbing and disappointing, saying it has ignited tension and anger among the rank-and-file of teachers across the country.
They also cited disregard for other outstanding issues including:
1. Renewal of the Collective Agreement
2. Payment of Deprived Area Allowance among others
*Ultimatum*
The unions have served notice that if by *mid-day, Thursday, 24th September, 2026*, all the issues are not addressed, they will not be able to restrain teachers anymore.
"Whatever happens, the duty bearer should take full responsibility. This is not a threat but a promise," the statement declared.
They have therefore called on all teachers to remain calm and follow official directives from leadership, and to participate in all actions that will be announced.
