Minister of State for Government Communications Felix Kwakye Ofosu has dismissed claims that President John Dramani Mahama raised salaries for staff at the Presidency. He said the current pay structure was set under former President Akufo-Addo.
Speaking at the Government Accountability Series on Monday, June 15, 2026, Kwakye Ofosu responded to allegations that the Mahama administration approved increases for presidential staff and other Article 71 office holders.
He clarified that the Constitution requires the President to set up a committee to recommend salaries and conditions for Article 71 holders. “For the avoidance of doubt, President Mahama has not set up any committee to look at the emoluments or conditions of Article 71 holders,” he said. “So, the salaries of these categories of people who are working under President Mahama were determined by the NPP.”
According to him, the committee’s recommendations were completed and approved before the change in government. The law requires the presidency to send the report to Parliament for approval, which he said was not done until January 2025. “President Akufo-Addo submitted the recommendation to Parliament, which was approved,” Kwakye Ofosu stated.
Because no new review has been initiated, the existing salary structure remains in place.
