Mahama Government Scores 4.9/10 in First-Year IERPP Assessment

President John Mahama’s administration has received a below-average rating for its first year in office, according to the Institute of Economic Research and Public Policy [IERPP].

In its maiden Performance Tracker report, the think tank scored the government 4.9 out of 10 for its work in 2025.

IERPP said poor performance in key sectors dragged down the overall score. The areas highlighted include infrastructure, energy, industry and manufacturing, governance, policy execution, and social services.

The institute pointed out that low capital expenditure was a major problem. It noted that the government only spent 0.9% of its capital budget in 2025, with infrastructure particularly affected.

Speaking on the findings, IERPP Executive Director Prof. Isaac Boadi said the 4.9/10 rating followed an independent review of government performance across different sectors.

“The team scored this administration 4.9 out of 10 for the year under review, 2025. We identified five key areas that pulled the score down, and the main one is infrastructure. Spending in that area was very low,” he said.

Prof. Boadi added that setbacks in industry, manufacturing, energy, governance, and delivery of social services also contributed to the low rating. He concluded that the government’s first-year performance did not meet expectations.

He further cautioned that if both local and external risks are not dealt with, they could slow down progress going forward.
